The Navigator Company approves €115 million investment in Aveiro to strengthen Tissue capacity
New machine will produce 70,000 tons per year and support UK operation acquired in 2024
The Navigator Company has approved an investment of approximately €115 million to install a new tissue paper production machine at its industrial complex in Aveiro, Portugal. The equipment will have an annual production capacity of 70,000 tons and is scheduled to start operations in March 2028.
The project is part of the company’s growth and internationalization strategy in the tissue segment, reinforcing its industrial footprint in Europe. The new machine will supply the UK operation acquired in 2024, whose converting unit currently lacks in-house jumbo roll production capacity and can process around 130,000 tons per year.
The final investment decision followed a feasibility study launched in 2025. According to the company, the initiative aims to enhance vertical integration by balancing jumbo roll production with converting needs. The project is expected to reduce exposure to external suppliers, improve operational efficiency and increase process sustainability.
The Aveiro complex had already been prepared to accommodate a second tissue machine, allowing asset sharing with the existing operation. On-site pulp integration will also reduce impacts related to drying and transportation, while generating workforce efficiency gains.
The investment will be distributed between 2026 and 2028 — €48 million in 2026, €53 million in 2027 and €14 million in 2028 — and will benefit from support under the Portugal 2030 program.
