Metsä Tissue opens new consultation on proposed tissue paper mill in Goole

Community invited to review updated plans for a tissue mill project aimed at reducing UK imports and creating over 400 jobs in East Yorkshire

Metsä Group’s tissue paper division, Metsä Tissue, has initiated a new round of public consultation for its proposed tissue paper mill in Goole, East Riding of Yorkshire. The consultation period begins Wednesday, 23 October, and will extend through Friday, 15 November 2024, offering the community a chance to review the revised plans and share feedback before the company submits its formal planning application.

Earlier this year, Metsä held an initial consultation, gathering input to refine the technical and design aspects of the project. Subject to necessary planning and environmental approvals, the proposed mill is expected to produce approximately 240,000 tons of tissue paper annually — equivalent to one-fifth of the UK’s current tissue paper market. The facility aims to reduce the UK’s dependence on imported tissue paper by over 30% and would create more than 400 direct jobs, along with additional employment across the supply chain.

A public exhibition for the plans is scheduled on Tuesday, 5 November, at the RaisE Business Centre, Tom Pudding Way, Goole, from 3:00 pm to 7:00 pm. Additionally, a virtual exhibition will be available on the project’s website for those unable to attend in person.

“We are delighted to share our updated plans with the local community”, said Alan Jeffery, Metsä Tissue’s technical director. “Since we last shared our designs, a significant amount of work to finalize building layouts, biodiversity features, and access plans has taken place. The mill would represent a tremendous opportunity for the region, both in terms of job creation and sustainability in tissue paper production. We look forward to welcoming back the public to our exhibition and receiving their feedback”.
