Kimberly-Clark receives tax incentive approval in Ohio for potential billion-dollar project

Plant could create up to 491 jobs and generate over US$49 million in new annual payroll by 2030

During a meeting held Monday (April 28) in Columbus, the Ohio Tax Credit Authority approved a tax incentive package for Kimberly-Clark. According to the authority’s press release, the company must operate the facility for at least 13 years to qualify for the benefits.

According to information presented at the meeting, the proposed Kimberly-Clark facility is expected to create 491 full-time jobs and generate US$49.1 million in new annual payroll by December 31, 2030. The company will claim the tax credit on payroll generated at the former RG Steel site “in excess of the company’s baseline payroll at the project location”.

The Irving, Texas-based company has not yet committed to moving forward with the project. However, a Kimberly-Clark representative told local officials earlier this month that the board is expected to make a final decision within the next six months.

The project, estimated at up to US$875 million, includes the construction of a 1,157,261-square-foot facility with warehouse and office space for the production of various consumer hygiene paper products. Approximately 75% of the proposed facility would be located in Howland Township and 25% in Warren Township. Both townships, along with the county commissioners, have already approved a 10-year, 60% tax abatement. The company has already acquired the land.

If approved, Trumbull County would become home to the only Kimberly-Clark facility in the state of Ohio.

Kimberly-Clark is a paper and hygiene products manufacturer headquartered in Dallas, with operations in 33 countries. The company produces a variety of brands including Huggies, Kleenex, Depends, Poise, Cottonelle, Scott, Viva, and others, and sells products in 70 countries worldwide.
