Metsä Tissue submits planning application for new tissue mill in the UK
Company proposes plant in Goole with a capacity of 240,000 tons per year, aiming to increase the country's self-sufficiency

Metsä Tissue, the tissue paper division of Metsä Group, has submitted a full planning application to East Riding of Yorkshire Council for the construction of a new mill in Goole, UK. If approved, the plant will have the capacity to produce 240,000 tons of fresh fibre-based tissue paper per year, which represents approximately one fifth of the country’s current tissue volume. The project is expected to create more than 400 direct jobs, as well as thousands of opportunities in the supply chain and the local economy.
Currently, around 40% of the tissue consumed in the UK and Ireland is imported. By increasing local production, the plant would help raise the sector’s self-sufficiency to around 85%, while also reducing the volume of transportation on British roads.
Metsä Tissue has prioritized engagement with the local community and other stakeholders to ensure that the project brings benefits to the region and causes as little environmental impact as possible. As part of the planning process, the company held two public consultations in 2024, allowing the population to examine the plans and provide feedback, contributing to the improvement of the final project.
The project is part of Metsä Tissue’s strategic Future Mill program and will feature cutting-edge technologies to ensure operational efficiency and high environmental performance. The company has continuously invested in innovation to improve the sustainability of its mills in Europe, with the aim of offering fossil fuel-free products by 2030.
